What the public site sets, what the app sets to keep you signed in, and how to change your mind. There is no advertising tracking on either.

The short version
Nothing that counts your visit is set until you say yes. You are asked once, in plain words, and saying no changes nothing about how the site works.
What is set before you answer
One thing, and only after you have answered: your answer itself, kept in your own browser so the question is not asked again on the next page. Saying no is remembered exactly as firmly as saying yes.
Nothing is stored in order to ask you the question. A site that had to set something before you answered would have already done the thing it was asking about.
What is set if you say yes
Google Analytics counts the visit so it is possible to tell which pages are worth keeping. It sets two cookies, both of which last two years unless you clear them, and neither of which follows you to another site.
It is told nothing about who you are, and it is never given anything from inside your account.
What the app sets
Once there is an account to sign in to, signing in sets what is needed to keep you signed in and nothing else. That one is not optional in any useful sense — without it, every page would ask you to sign in again — and it is the kind the rules do not require a yes for.
There is no advertising here
Nothing on this site advertises to you, builds a profile of you, or passes anything to an advertising company. The choice you are offered is about counting visits and nothing else.
Changing your mind
Clear this site's data in your browser and you will be asked again next time. Your browser can also refuse everything outright, and the site carries on working.
